You could keep it in the RP realm and do #3 but make the PC roll some sort of "check" and if they succeed then PST something like:
"You see Quux remove a sword from the chest"
or
"You see ... |

And you could even let PCs try to conceal stealing stuff from a chest -- make them go into stealth mode (or some mode all PCs have) and then make that a roll, and compare that against the nearby PCs to see if the looter is skilled enough to conceal or if the nearby PC is observant enough to notice -- I'd think distance would play a factor in the ... |
