Okay, the forums refuse to let me submit more than a sentence at a time, so I apologize for the following: Vives is in no way, shape, or form a low magic world. Can I ask what would lead you to think it was? We tend to have an abnormally low number of players of spellcasters, but IMO that is indicative of our higher magic gear level. Also, the rules for Spellcraft checks for scrolls are provided in the 3.0 DMG. Can't quote you a specific page because I don't have the book in front of me ...

If Vives were a low-magic world in terms of items, a +2 weapon would sell (quickly) for between 40,000 and 70,000 gold, and a +3 item would be available ONLY one-per-PC and ONLY through intense DM questing. Scrolls would not be available in stores. Nothing better than +1 simple weapons and +1 medium armor would ever be put in a store or added to the standard treasure drop tables.
